Council Member Bonilla Jr. will participate via teleconference. The agenda will be posted at the teleconference location and the public will have an opportunity to address the City Council.

Cure and Correct Notification Pursuant to Government Code section 54960.1 in response to notice of potential Brown Act Violation from attorney Scott Rafferty dated 3/21/2024 relating to 3/19/2024 closed session agenda item No. 2. Pursuant to Government Code Section 54956.9(d)(2) Anticipated Litigation: One Case A point has been reached where in the opinion of the legislative body of the local agency on the advice of its legal counsel, based on existing facts and circumstances, there is a significant exposure to litigation against the local agency. Existing Facts and Circumstances: City Council will discuss exposure to litigation arising from May 28, 2021 and March 10, 2024 letters from attorney Scott Rafferty alleging potential violation of the California Voting Rights Act and the need to transition from at-large to district-based elections.
